A biblioteca é desenvolvida com recurso a materiais reutilizados e recicláveis, num modelo desenhado por Hugo Dunkel, designer que tem desenvolvido uma intensa pesquisa sobre as correntes de ecologia e sustentabilidade na área.
A biblioteca disponibilizará publicações portuguesas e internacionais focadas na área das artes visuais e áreas adjacentes (design, arquitectura, política, filosofia, etc..). Estas serão de cariz teórico e especulativo, edições de artista e outras publicações independentes.

A biblioteca disponibilizará publicações portuguesas e internacionais focadas na área das artes visuais e áreas adjacentes (design, arquitectura, política, filosofia, etc..). Estas serão de cariz teórico e especulativo, edições de artista e outras publicações independentes.
A selecção acompanha os assuntos em foco no ciclo estados–gerais, apresentando outras referências centrais para a pesquisa que o ciclo tem desenvolvido. O conjunto de publicações apresentado tem também como objectivo disponibilizar publicações e edições que circulam noutros contextos, promovendo um diálogo e uma troca entre experiências e experimentações na área editorial, neste caso inserindo-as e apresentado-as no contexto nacional.

A biblioteca tem como missão expandir a área de intervenção do ciclo estados–gerais para lá do espaço expositivo da Arte contempo e do bairro da Estrela-Lapa; movendo a biblioteca por Lisboa, abre-se o projecto a públicos distintos, entre residentes locais, transeuntes e público especializado.
MOBIL procura estimular o encontro, convívio e discussão da leitura num espaço ao ar livre.

a mobile library on an individual scale, built on a bicycle.
MOBIL will circulate in three public spaces in Lisbon between June and July of this year: Jardim da Estrela, Jardim do Príncipe Real and Largo da Academia Nacional de Belas Artes. The library was constructed by using recyclable and reused materials in a design by Hugo Dunkel, a designer who has been developing intensive research on ecological and sustainable approaches in this area.
Several publications will be available at the library, both Portuguese and international, focusing on visual arts and contiguous areas (design,architecture, politics, philosophy, etc.) The publications range from a more theoretical and speculative character to artists’ books and other independent publications. The selection accompanies the interests in focus during the cycle estates–general, presenting other main references of research the cycle has been developing. This cluster of publications also has the goal of bringing and presenting editions and publications that circulate in other contexts to the Portuguese one, promoting dialogue and exchange between experiences and experiments in the field of publishing.
